Air Vent 70 GOAT

Does anyone know how the air intake vent drains into the side footwell. We have a minor leak. Is there any way to access it? Also, there appears to be some sort of rubber plenum on the pax side...

Vent drain

Water gets into the vent anytime it rains or you wash the vehicle. Seems as though the water empties down into the side well on the passenger side.
