Note that the '71 Judge in this video is definitely a pre-production car. Witness the chrome air cleaner lid and '66-'70 metallic blue engine paint.

I have the video from Mike and it's pretty clear to me that they are comparing a 70 455 versus a 71 455 HO. In reality if you look at period road tests from reputable (meaning not using obvious ringers) magazines they both ran about the same in the low 15's.
Obviously gearing, transmissions and AC all have huge effect on performance. The integrity of Pontiac was stretched to the breaking point (or beyond it) in 71 with all this mumbo-jumbo about "tractive force" claiming that ALL Pontiac engines had same or better tractive force than 1970. In theory it made sense since shortening the gearing of a car will increase the force applied to the wheel but the problem with their claim is that in most cases the gearing did not change from 70 to 71. All the standard and optional ratios on the 400's were unchanged and the 455 automatic (no manuals were offered in 71 on 455 non HO) also had the same ratio as in 70. The only place there was a change was with the 455 HO but since it had no comparative engine the year before (the 455 or the RAIII or IV?) it's hard to compare; 3.55 for 71 HO verses 3.31 in 70 455 and 3.55 in 70 RAIII or 3.90 in the RAIV. Funny how they make this sound like some great scientific breakthrough when all these axle ratios had been available for years. No mention of course of the major negatives of numerically higher gearing; worse fuel economy, more engine wear, lower top speed and higher noise levels.
