Convertible top frame rust repair

Anyone have tips on repairing the header bow on a convertible top frame? I have rust in the bow that sits on top of the windshield.
Not sure if I should try to cut it out and patch, or replace...

WTB: 1968 GTO Convertible Windshield (tinted)

Looking for a tinted windshield for a 68 GTO convertible in the Pittsburgh, PA area. I know I can have a new one installed from Safelite, but I wanted to see if there's anything out there.

Headlight Actuator Boot

I bought new boots for the hideaway actuators. I assume they should seal at the base of the boot to the actuator? If so, how?
