I would do a leakdown test on AT LEAST #4 and any other cylinder that isn't "broken", so you have a good cylinder to compare #4 to. At minimum, a compression test on #4 and a "good" cylinder.

Vacuum above the throttle plates will not be lessened by opening the secondaries. Would likely make it worse.
