Default '70 GP Center Console Question

The plate around my shifter is painted black and has kind of a rough texture. Is this normal? Does anyone have a close-up pic of that area as a reference?

Still haven't figured out which blue interior I have.

It's called flocking, a kind of textured paint, the console bin on A bodies uses a gray version of the same stuff. Ames sells kits for DIY but I have never tried it.
