Default PART ID HELP PLEASE

So im at the local cruz nite when this guy walks up and says i used to have a 65 goat years ago,He than says i have been looking for someone that has a 65 so here,He hands me this part,To me it looks like some kind of mud guard,Any ideas?

IIRC, the 65 Dealer's Flash Memo Binder, showed mus flaps on one of the 65s. I wish I still had it to verify, I sold it to Ian, in Australia! Ian, you reading this? Saying that, I am not sure the picture is of that part. Larry B.

I have owned several '65's and have never seen that part.
