Replacing titles with old titles
Whenever I go to the larger swap meets, I see these guys selling old titles as "wall decorations." I know the general intent is to actually use them to re-title cars with missing titles, but as the guys selling them really don't want to end up in jail, they can't explain how it's done. Anyone know how it works -- and no, I'm not a cop!
