Default 2002 Envoy Turn Signals

What would make a turn signal flash at twice the rate of speed as it would normally flash? The left rear turn signal will not flash, but the mirror and front will. I checked the bulbs and they are appear fine.

Any thoughts?

Recheck that left rear bulb. Also check wiring to that bulb.

The plate where the bulb goes is melted and there was a campaign at one time

Correct.
Replace the bulb plate housing. 99% chance they will work fine. (assuming you already tried a new bulb?) Bulbs dont have to be discolored or look blown to not light.
