This may sound stupid but I've never heard of a soft chassis vs a hard chassis what does this mean and how do you know if car is hard vs soft?

I think you probably heard that in reference to dragsters. A hard suspension, is also called a hardtail, and uses no shocks in the rear. A soft suspension, is also called a softtail, and uses shocks, usually with a 4-link. I hope this helps answer your question. Ken

Also depends on what tire your using in reference to street and/or strip car.
