Jumping a car with Power Pack that has no battery
Is it possible or safe to start a car with a power pack type jump starter in place of a car battery? Has any one done this? A truck I'm working on has been sitting for a long time and don't want to buy a battery if it doesn't run.

Yes! I have used my "Jump Box" in place of a battery several times to move cars around the shop. As long as it is a powerful enough version, it is basically just a battery anyway.
