Default 1966 Gauge ground bracket

It's been a while, and I can't remember specifically to explain to my friend.
There is a metal ground bracket that attaches with 2 hex screws to the rear of the gauge cluster.
The other end attaches with a larger hex head screw to the pedal hangar assembly. I think the bracket accepts a aheet metal screw. I can't recollect if the bracket sits on top or below the hangar. Assembly pictures are vague. Its near impossible to see once installed or I'd look at my car.
Any help is appreciated
