Default New rear sway bar install

I finally got my rear sway bar installed yesterday on my 72 Lemans. It came with two shims for each side, but there was no way they would squeeze between the trailing arm and bar. Is this normal? The ends were sticking away enough, but at the corner curve back the bar was already tight against trailing arm.
