All the ones on all the GTO's I've owned were painted semi-gloss/low gloss black. These were mostly California cars, so no rust and lots of paint left.

several 64's all auto's were painted, two 65's auto's painted and one manual tranny one from fremont convert unpainted. a 66 convert one unpainted and a 67 th 400 painted
