What would remove buffer burn marks from a paint job?

Depends how far down you went, and what kind of paint you have. It's possible to compound out some marks if they aren't too far down to the primer.

Tell us more about the paint . Is it a fresh basecoat/clearcoat paint job , or are you buffing out old paint to make it shine . If it's new clearcoat job . All you have to do is wet sand the area with 1200-1500 and buff . Are you sure it's not a smudge mark left behind because your pad was dirty . If so ,soap and water , and a little glaze will do the trick .
Burn marks in old paint , especially single stage paint , well there's not to much you can do to repair them .
Remember while buffing always keep the pad clean , keep it moving , stay away from edges , and run the correct RPM for what you are doing .

It's older paint with clear coat. I've been able to get a little out with cut type waxes.
