What is the difference btwn the two when repainting/redying interior parts? What is the difference btwn the 2 and what is better.

Use the vinyl dye . It will give you much better results . It's always good to clean the vinyl or plastic panels with lacquer thinner first . Vinyl dye is more flexible the lacquer .

So does the vinyl dye go into the plastic? What makes it better?

I would use the vinyl dye. You need to prep the panels with lacquer thinner or vinyl dye prep-ask your paint shop for a recomendation.
The prep product will open the pores of the material and allow the dye to saturate it better. To me, acrylic lacquer is too prone to peeling (it is acrylic-a.k.a. plastic) and I've usually regretted not using the dye. If I were painting a hard part- metal dash, etc.- I would use the acrylic paint, although I might prefer to go with a base/clear if I could, to achieve proper color/sheen match of the paint to the rest of the interior.
