The heads are 5c-8 101cc screw in studs if anyone wants them they can have them.
I'd do a RAIV style build with a overdrive tranny and at 2000 RPM's
Be right in your MPG sweet spot?

Mike, what heads will you use?
I've got a (free) pair of 1974 #46's just sitting, and a pair of #11's here in Clementon.
I'll be at Atco today for the finale.
I've got a '71 GTO. It ran great with the 8.2:1 400 and 3.08 gears.
I think about 17 mpg but just an estimate.
It was no monster, but ran respectfully, chirped second with the t400 and Transgo shift kit quite easily.

I eventually installed a muncie, and then a 464.
For me, with the 4 speed, the 400 was more fun to drive. The 464 just blows the tires up, and i worry about breaking stuff.
I'd bet the 464 would be more fun with the automatic.

I've always thought 6X-4 heads with 4" crank in a 400 block would be an easy deal for a street engine. The chambers will allow a decent compression ratio. Just a great combo, my opinion...

I am going to use my 6x heads that are on the 455 now. I had them milled to a 90cc camber, They have new valves and guides and mild home port work. They should put me at about 8.8 compression. Might mill them a little more to get me at 9-1 on the 400.
The heads work great on the 455 put me right at 10-1. Went 11.7's at 3900 lbs with them.
I have a set of 46's with 96 cc chambers and 5C's with 101 cc chambers that I won't be using.

If you are getting a rotating assy from Butler, I wonder how much more a 4" stroker would cost???
