Default silly front valence question.

I just got the front valence on my 72 powder coated chrome, the old chrome was shot as well as already poorly repainted. The powder coater did a great job (Bonehead performance in PA) and was wondering if there should be washers on the bolts used to attatch the valence. Dumb question but I don't want to screw up the powdercoat.

There were no washers on mine when i took it off.
