Not sure if this helps but if the vin is no longer legible there is a product that coin collectors use to bring out dates on coins were the date is gone, its called Nikadate.

Bill - if I'm looking at that correctly that's not the VIN.
The VIN stamp would be on the top surface of the top horizontal flange. Any information on the vertical portion of the rail would be part numbers, supplier info and date code type info. K
