Default Bronze Distributor gear not drilled all the way through for dowel pin

I was just installing a bronze distributor gear on my Mallory distributor when I noticed the hole for the dowel pin was not drilled all the way through. Is this normal? I was thinking if I wanted to replace the gear I would have to cut it off. The gear is part Mallory part number 29434.

I was going to put it on a drill press and just drill out the other side, but wanted to see if this was common or a defect.

I've used two of them and the hole went all the way through.

I was thinking it should go all the way through, but was not sure because I know these gears are designed to be sacrificial. I will take it out to the shop and use a drill press to drill out the other side.
