turn signal flasher

My turn signals seem to not have a normal blinking pattern. Turn signals blink slow and a bit faster when engaged. Would this be a bad flasher? It was in the car when I restored it. It's probably 30 years old. I have no history of function, since car was apart when purchased. I have another spare flasher from another car. Are these specific to certain years?
