Default sneaky screw that holds the dash bezel to the pedal support

Although I've taken apart many 67 GTO/Lemans, my memory fails me on this.
There is a bracket that attaches to the back of the gauge pod and then attaches to the pedal support bracket. (my recollection). I can get my giant hands up there, and I feel the bracket firmly attached to the gauges, but loosely or not attached to the support. I can't see it. I think this is the main ground for the dash as lights etc work until I start depressing the clutch which is apparently causing the bracket to disengage
Does the screw that attaches it go from top to bottom, or the other way around?
Does anyone remember if this can be accessed from below without dropping the column?
space is so limited....
