anyone familiar with this car?

I was just looking on the net for some pics on tankersleys 70 gto's and i stumbled onto this car.. Nice looking, i believe to be from the georgia area (not sure). I was just curious about it, hopefully its got a poncho in between the fram rails, but if that were the case, i figured i would of seen or heard of it before now..
