I was expecting a list to be included in the story.
Are we talking State budget or average income?

Maine has to be in the bottom ten for personal income.

The great broke state of Illinois.
Governor Madigan has shelved talk of pension reform until after the 2014 elections.
Teachers are fighting to be allowed to spike their pensions just before they retire just like the school administrators do.
Several school districts have strikes looming in a fight for more teacher pay.
The state wants to reduce the amount of state money sent to schools and shift the tax burden to local property owners.
Illinois unfunded pension liability is one of the highest in the nation. Pension payment is guaranteed in the state constitution.
Some large businesses have threatened to leave, and have gotten tax breaks to stay. No such help for small and medium sized businesses.
Once the kids grown and gone, we are outa here!

At the link provided you click on the top of the book and download the PDF file. The book is FREE to read.

Your state sucks at ranking of 23 and the outlook is 47 out of 50. You're at the bottom.

Unfortunately it would be a HUGE file to do that and it would take too much time. It is awesome information. Something that should be shared.

FWIW TN ranks fairly well.

Too early in the morning for this, I'll try it after about 3 cups of coffee.

Here's the actual state ranking list. You can see a state by state breakdown if you look in the pdf.
My recent relocation sent me from 42 to 26, a move in the right direction I guess.
