Default Underneath Hood Color

Is the underneath of the hood supposed to be body color or black on a '64?
Thanks

Primer, with body color overspray around the periphery.

The amount of overspray, and how the hood was held on the paint fixture, varies based on Fisher Body location.

I'm thinking Keith S. is meaning 'black' primer.
