What is the little water passage at the front of the water crossover for. I am cutting the crossover off and wanted to know if I could just weld it up so it doesn't leak.

If you run a restrictor, then block it off. Or you can drill 3/16th" holes around the thermostat plate for un-interupted flow.

I've been blocking it off for 10 yrs running.
Cam bolt, and a nut..from 4-bolt stud kit, or your favorite 1/2" Lug nut. Wett the assembly with Silicone sealer while installing and tighter. No leaks.

I do not run a thermostat. When this bypass is blocked. You cannot run the thermostat....Like the Dude said "restrictor plate".

..I do not run a restrictor plate either.

Car does not overheat. Underheat is not likely at 4hours continuous duty at peak torque [highway] or brief 500HP WOT runs [1/4mile].

A properly connected radiator overflow catch-can system is key. Certainly, all the folks here have this jug hooked up.
