What is the Littlefuse relay under the rain gutter for on a 65 ?

Default Wiring rain gutter on a 65 GTO

Can anyone shed some light on this gutter? My 65 convert was not factory equipped with one, my buddy sent me one it appears to mount under the wiper/pump, running slightly downhill towards the side of the car. There are indentations on the firewall, but they don't match up exactly.
Was this an option, or only from certain assembly plants or what? Anyone have a photo by any chance?

The rain gutter or deflector is a bit different from 64 to 65. 64 is held on with one screw and the 65 with two, also the end of the piece towards the wiper motor is cut different. note location and angle also.

Default Deflector/Gutter

I definitely have the 65 piece, which cars got them and why? Mine is a convert, with the circuit breaker, you would think that it would be installed on cars with more power options.
Any ideas?

To be honest I don't remember seeing one without the shield yours could have just been missed being put on going down the line. I have four 65 parts cars left here they all have the shields as well as my two other 65s. They are all Pontiac built cars .
