It won't be easy to get that carburetor together.
I see parts from at least four different carburetors in your pictures.
And the locking to the secondary shaft shouldn't even be there, even if it were the right way round.

It's a commercially "remanufactured" unit, or what we call a Frankencarb here in the shop. I have never liked them and stopped taking them in quite a few years ago. Unlikely it will work well, if at all when you are done with it. The mixing/,matching of different components is one reason. From what I can see the fast idle cam is incorrect, lock-out woln't work, and the cut metal fuel line isn't making it either. The factory used a solid metal line from the pump to the carb for a reason, and even if you are going to use rubber hose and clamps at least put a "bulge" on the metal lines so the rubber hose doesn't slip off when you hit a big bump or get into a fender bender......

These "Frankencarb" units as Cliff mentioned are being offered for sale a lot on eBay and on facebook as well. So few original complete carbs are left anymore but there are thousands of Qjet parts floating around. This enables these charlatans to create a carb and sell to unsuspecting buyers. Some even restamp the rarer Qjets and try to sell them as restored originals!! Caveat Emptor for sure!!!

When I go to swap meets I always look for a grungy untouched carb.
They can still be had, but are getting scarce.
