hood ground goes in the middle of the cowl
The speedo bracket goes is on the frame cross linkage bracket along with the splash shield, you'll see the orientation with that bent tang that only lets it mount one way. it goes on the bottom bolt and the picture has the loop backwards

for the ground strap i believe there is a small rubber bumper that goes under the ground strap so it keeps a positive contact when the hood is closed

If someone has a picture of other part installed it would be helpful

the pic posted is difficult to place

Thanks for all the picks

Looking at the picks it looks like there are 2 parts to make a complete system

that is three pieces. the bracket that holds the cross linkage that connects the back lock rod up to the steering column, the splash shield that sits in front of it, and the speedo cable bracket.

it sits on the frame on the driver's side right below the cowl.

there is no bumper between the ground strap. it's a bent U shape that bends down and scratches the back edge of the hood. That bumper you show next to the ground mounts further along the cowl.
