What Power Valves do you have in the carb?
Assume that the RPM is same height or less height vs the Victor, why did you remove the 1" Wilson spacer? Did you check for proper accelerator pump linkage adjustment on the front and rear bowls? .015"-.050" extra travel of the pump arm when at WOT. No clearance at Idle rpm.
