on a 1970 GTO covertable does the trans crossmember just sit on the frame? Because there are no holes at the ends of the
crossmember to bolt it in.

There is a hard rubber insulator that goes on the end the crossmember and that in turn sits sandwiched between two brackets on the frame. You are probably missing both.
