What's mean when it says "suspended" under someone's log in?

They’ve been banned from posting on the forums.

Unfortunately they’re still able to send PMs.

If someone is sending you messages and it shows they’ve been suspended act accordingly.

Suspended is a red flag. Clearly not in good standing with the site's rules and regs.

I got emails awhile back from a guy that was trying to sell parts I solicited for at least a year maybe 2 ago. I never get someone sending to me first, his conversation was very suspicious after going back and forth a couple times I called him out as fraud and he went away.

Beware of anyone approaching you with parts for sale.

Suspension has a certain timeframe? Seen member suspended for years, why not just ban them?

Suspension and banning are the same thing. Regular people can be suspended for different time intervals depending on the violation, but we give spammers and scammers permanent suspensions.
