Default power steering problems

If it's not one thing it's another! I have had my cars front end jacked up for quite some time and when I started it the wheels turned to the left and would not go back due to the pressure. I noticied that the reservoir was also over flowing. My 1st thought was the pump is bad so I took it off and cleaned the check valve. While on the bench I filled the reservoir and filled a can with fluid, put one hose in the fluid and the other out, all it did was drain the reservior
took a drill and turned the pully. This is where I am lost as shouldn't the pump, pump fluid out of the can through the pump and back into the can? or am I completly wrong on this approach?
Thanks, Sparky

The times I've seen that happen is when the hoses are reversed on the power steering box. Any possibility of that?

The return hose is not a suction hose. The tank or can is vented and the pump suction ports are low inside the tank.
If you want to run it with a drill off the car, the just stick the pressure hose into the fill opening, make sure the tank is to fill line and drill away.

Possibility that a valve is stuck in the steering box holding pressure to where it's trying to backfeed to the pump and not letting the fluid on past through the box. I have had a similiar problem years ago in my GTO before I converted it to manual steering.
