Firewall pad and body harness - who's on top?

Hi all,

I'm replacing my firewall pad in my 70 GTO.. I seem to remember the body harness being over the firewall pad... but it didn't look right..Now I've switched to the pad being over the harness, but it still isn't quite right. I've already ruined two pad plugs changing my mind on this..

Which is correct? Firewall pad over harness (pictured below) or harness over pad (would require me to screw the harness mount through the pad).
