Default Belt tensioner

Was installing a new accessory drive/serpentine system today and got stuck on the last piece. The the belt tensioner (Gages 38198) will not budge. Anyone run into this before? Any advise on how to get it to swing?

Silly question perhaps, but does it have a temporary lock pin installed to keep it retracted for belt installation?

Not sure how you are trying to turn it?? Must use a belt tool or 1/2 breaker bar, big spring in there. Usually has a 1/2 square hole for breaker bar. If not
sometimes they use they pulley bolt that you have removed.

Where is the rest of it. Looks like your missing parts. The belt pulley and bolt. I believe you can put a socket on the bolt on the pulley to relieve tension. These are mounted a certain way. They also have a locking pin in the back of the tension-er when mounting. You can see in the pictures. Also, I believe the belt pulley turns in the same direction the pulley bolt tightens. So the bolt for the pulley never loosens up.

Thanks for chiming in guys. I was using a 14" breaker bar on the pulley bolt yesterday. I've changed serpentine belts before and I can't ever recall running into this issue. These tensioners are pretty simple, so I was stumped. Anyways, I soaked it in penetrating oil overnight and pulled out the 24" breaker bar. Took some effort, but finally broke it loose. I swung it back and forth a few times and it loosened up to where it seems more normal. Not sure what the issue was, but all good now.
