Default Dual disc clutch issue

I installed a Ram dual disc clutch and Tilton hydraulic release bearing in my 70 Formula, and bled the system. I went to install a clutch stop, and when trying to figure out where the clutch engages, I noticed that when the transmission is in gear and the clutch is depressed about half way and beyond, I can turn the tires by hand, but not as easily as when the transmission is in neutral, and it also sounds like the clutches are rubbing together slightly. I've never had a dual disc clutch so not sure if this is normal.
