I am installing new inner front fenders using the Ames bolt kit. Do the cup washers get installed here on the rear fender brace? If so, which two locations? Is the large washer/bolt pictured used in conjunction with the cup washer?

No. The 698 camaro Factory assembly manual can help a lot. This was in there. A lot of things are different but it does help on a lot of things like this. I have a copy in my library if you want to download it. Also the factrory service manual is there too. https://www.firebird400ho.com/mdocuments-library/

Note: My car is far from stock and I'm 99% sure the bolt is not stock, but the location is correct.

The Cup washers get installed from underneath in the wheel well. As Mike has them pictured looks correct to me. The bolt should be a simple 5/16" shoulder bolt not the wide washer bolt in the original photo.
