Default 67 steering column upper bearing loose

I have a 67 tilt column with a new upper bearing that has too much radial play (side to side movement of steering wheel hub). I've tightened the lower bearing clamp against the spring with a helper pushing against the wheel in the car. I've also made sure the rag joint was lose while tightening the lower clamp and then made sure the steering shaft is fully seated in the coupler/rag joint after locking down the clamp and steering wheel. Upper bearing is still sloppy. I'm either not getting the proper preload on the upper bearing or it's well outside the intended tolerance. Any suggestions?
