I guess it was a quicker version for dealers to drill a hole and install, rather then try and snake the wire up into the gauge housing?
Most of the '66 gauge housings I've seen were punched and had the red "BRAKE" lens.
If you didn't want to spend the $5 the hole was covered with black tape from the factory.
I've run into them on the '65-'66 cars where the dash had the lens for parking brake warning, but the car was never equipped with the switch or wiring harness. It seems many clusters had the lens in place, uncovered (about impossible to see without any back lighting) without any parking brake wiring or switch. I have never seen a cluster without the hole for a lens or a taped over lens. Just un-illuminated lenses!
