Default 67 GTO Rear Deck Removal

In looking at the rear deck behind the rear window on my 67 GTO I see it sits on top of a structural steel base. It's spot welded on each side. Any input on best way to remove the panel. The spot welds are in a pretty tight area so I'm not sure how to drill them out if that the best way to remove it.

Default rear deck

I'm an amateur but I cut the old panel close to the seam to remove the panel and then that gives access to the lower spot welds and then ground them off smooth from the top, the hard part was plug welding them back from the bottom side

That is I ground the spot self smooth to release the old panel
