Default Date Code decipher

I have a 421 SR block, 544988. Can anyone help me decipher this date code? I think it's May 31 1963.

Hard to read the date code that well.

I marked some things on one of the pics:





Possibly the date code is Feb 1, 1963?

Not Feb 1st ...

Feb 13th maybe but more likely 18th or 16th

Year is bad / hard to tell but it's not a 3. S/B a 2 or 3 for a 1963 block which 544988 is (a 1963 421 block)

Thanks for the help..I blew the pictures up some more..It looks more like a 16 than an 18. The year is impossible, but i'll bet the FBI could make it out. It has to be a three because of 544988, and the fact it doesn't have a starter mount.
