Yes, you got it.

All Paint codes were coded for Lower Body Color, then Upper Body Color using two characters.

Convertibles and Cordova Top option cars would show a numeric code in the 2nd position to indicate the color of the top.

Two Tone Paint option cars would have a different letter code for the Upper Body Color so that for example, FC would have been used to code Lower Body Color Yorktown Blue, Upper Body Color Cameo Ivory.

Most cars were standard, single paint color builds so that the 2nd character was coded the same as the first, like your FF. Just means it was Yorktown Blue both Lower and Upper.

Not all Plants coded the 3rd character on the Data Plates in '64 but the 3rd character of the Paint code always was used for Wheel Color. Even if the Data Plate was NOT coded for Wheel Color, the manifest itself was always coded for Wheel Color at all Plants.

Kansas City did a strange thing on the Convertible Data Plates in '64, coded a 3rd character that had nothing to do with Wheel Color, it was always just a repetition of the Top Color, so it might read F11 for a Yorktown Blue convertible with White Top. The Shipping Order record from PHS always showed the Wheel Color code, just the Data Plate was coded this strange way. Late year it seems they stopped this practice and began to code the Wheel Color on the Data Plate, same as on the Shipping Order record.

Fremont Plant always coded the Wheel Color on the Data Plate in '64. Code A means the car got Regent Black painted wheels. All builds with full wheel cover disc options got Regent Black wheels.

If the car was built with the standard "dog dish" hub caps, the wheels were painted a color that depended on the Lower Body Color. For many body colors, this would still have been Regent Black, but since Yorktown Blue was one of the 5 alternate Wheel Colors in '64, a Yorktown Blue car with standard hub caps would have gotten Yorktown Blue painted wheels and the Wheel Color would have been coded "H".
