It's for 71 to 74 80 amp cars.

I think the '3' is part of the 1L3?

It would be Nov 3, 1971 alternator.
What's the build date on your car?

I don't think one can tell the exact day a car is built.
The date code on the cowl tag is a general date.

On the bottom of your PHS, the "Date of execution" is the date at which your vehicle moved under its own power, and the manufacturer could set the interest timer to the dealerships. This timer was 1 month. ( allowing shipping and maybe some unfinished car lot time, and this was NOT strictly "adheared" to on ordered cars, as they had a buyer and interest to dealerships on unsold car did not matter) This can be and usually is considered the final build, or "Bill to" date.
Example, my old 72HO was "executed" on Nov 22, 1971, which was a Monday. The cowl tag should reflect 11D build date.
Here is a December map for 1971 ..your cars build date may be in here

You car was built in 11C , looking the Calendar, you can see the window it fits into. ( 15th-19th)
If shipping wasn't too far its easy to see how the car could have been finished and delivered and registered by 11-30

Although it works in this case, I'll point out that Fisher Body dated their bodies in a fixed way.
Week A is the 1st-7th,
Week B is the 8th-14th,
Week C is the 15th-21st,
Week D is the 22nd-28th and
Week E is the 29th-31st.

Looking at your PHS and the Date Shipped may pinpoint a certain day completed.
