Default Evap. canister lines

Guys,

I've got two open lines along the frame rail. Only two atttachments at the top of the can; but one exits and leaves for the carb.
What should be done with the other at the frame?; I can't distinguish it's purpose in the Assembly Manual or any explaination in the Service book.

is the left pic drivers side or pass side if driver looks like the return off the fuel pump?

So...........a line comes all the way over from the return off of the fuel pump; on the driver's side of the car, all the way to this hard line on the passenger side for return of extra fuel back to the gas tank?

My understanding is that it vents the gas tank to the cannister.
