67 and 68 timing cover
Are the 67 and 68 400 timing covers the same or? If not, are they interchangeable?

No, they're not a direct swap. The 67 cover uses the early 6 bolt style (small-dia) balancer and 8 bolt water pump. The 68 cover uses the 68-later 4-bolt (larger) balancer and 8 bolt water pump. If you try to install a 68 balancer on a 67 front cover, the balancer will hit the timing tab. The other way around and the timing tab won't be accurate.
The '68 cover is a rare bird, in the sense it's the only one to use the late balancer and 8 bolt pump. 67 brackets can be made to work with 68 cover and bastard combo of pulleys. You got a good 68 cover? Is it for sale? My 68 cover has seen better days. LOL

can a 69 or newer block accept the 68 cover and all accessories? I'm in the market for a 400 or larger cid motor to build and wanted to swap all my 68 350's stuff onto it.

I currently have my 68 400 in my car (running). I got a 67 400 on the cheap ($95 motor trans and acc's Running). I'm tiring to decide which one to build. Which ever one I use I will use my 68 cover, balancer and pulleys. I may be interested in selling the 67 cover and parts. The motor even came with all the ac pulleys and brackets. The reason for using the 68 parts is, this motor has never ran hot, 180 cruising never goes above 210 siting in summer traffic. I've have lots of cars, Pontiacs and others, always seemed to have over heating problems...
