Front Coil Spring Spacer/Insulator

Except for my current Judge project, I've never seen rubber spacers placed on the top of the front coil springs. Was this something that was done at the factory? I have not seen these spacers called out in any suspension drawings, but Ames does list them in their catalog as a GM product?
