Default 69 rear bumper bracket removal

I have my original 69 bumper thats in good shape but I also have a rechomed one. I'm going to use the rechomed one and I can't get the center bracket (holds the license plate light) off. There is welded nuts on one side and phillips head bolts holding it on. They are only slightly rusted and I've used penitrating oil but I can't get a good grip because of the screw head. What is the best way to get these loose? Thanks

its not phillips
its posidrive
get the correct bit and use an impact on low with lots of pressure to prevent slippage

Try some heat and then spray some more penetrating oil while it's still hot. Let cool and then try to remove.
