Click "Go Advanced" when creating or replying to a thread, then scroll down and look for the red "Manage Attachments" button. When you click that, you'll get a pop-up window where you can either upload a file from your computer or device, or from a url.
Click the upload button. Anything you add there will then show up as attachments on your post.
