Default bonding material behind quarters

Does anyone know what was originally used to bond the quarter skins to the long support brace that is just behind them & above the wheel wells?

It would seem this was for support, but the strips that are in my car are very dry & crumbly.

Thoughts?

I believe it was referred to as flutter foam. I just put a bead of seam sealer on top of mine before putting panel on. It was pretty much intact.
