Buy a new base.
What type carb? You can try PB Blaster

Q-Jet, soaking the base now in carb cleaner and blaster sprayed down the bores, carb and base are fairly clean (was like that when I got it) , but must have been setting on something that absorbed moisture for them to be stuck. 1970 Q jet

PB Blaster then some heat from a propane torch would probably get them freed up pretty quickly.

For a last ditch attempt, grind off the end of each throttle blade screw, lube the end and back each one of the four out, if they do not back out easy then grind more to remove the peened over ends.
After that just tap the end of the shaft to bust it free while spraying with lube. Note that first off you should mark the throttle shaft blades left right and up and or down. Put the blade screws back in with a dab of red Loctite if you have to reuse the original blade screws, but first install both blades and confirm that the shaft does not bind and closes full, than back out each blade screw enough one at a time to apply some Loctite. Confirm no binding and apply some heat from a propane torch to set the Loctite up faster. Your issue of a locked up throttle shaft can also be due to a shifted throttle blade that got hit or bumped too hard when the Carb was off the motor and the blades where open! Is this the case, do you have up and down play at each end of the throttle shaft? If so remove each blade one at a time to check which one has shifted.

Soak with PB Blaster (both the OD of the plates and the throttle shaft) and tap directly on the throttle plates with a soft punch (brass or aluminum) to open. If they won't budge with reasonable force, use heat and repeat PB Blaster.
DO NOT try to free them by turning the throttle shaft. I've never failed at freeing stuck throttle plates by doing the above. Sometimes, the throttle bore and/or plates are corroded to the point that they are not usable, but usually, they can be saved. DAG 213 on the end carbs is sometimes a lifesaver--but only after all cleaning and polishing is done.

Correct on the NEVER trying to turn them to free them up deal.
We ALWAYS remove the screws and plates and drive them out of the throttle bodies. Most come out with little effort. For heavily rusted and corroded parts we use Kroil and some heat from a propane torch first, then drive them out. IF that method doesn't get them out without destroying the shafts it was junk right to start with.....Cliff

Never try to remove the blade screws until the peaning (Staking) has been removed from the screws as any oversize material from the staking will play havoc with the threads in the shafts. Dremel tool or a small file if the blades were frozen in the open position will remove the staking. Remove material until you are basically the came contour as the throttle shaft.

I used some of that Evaporust stuff that O'Reilly's sells. After a night soaking the bases in there the rust was gone from the blades and bores. From there I soaked in some kerosene for a night or two. Then I tapped each end of the throttle shaft lightly until they worked back and forth. During this time I was spraying some penetrant to work in there. They work perfectly now.

66 carb system. Looks like someone piled car parts on top of the air cleaners.

While we used to use an acetylene torch if we were in a big hurry; generally, about an hour in a ultrasonic cleaner at about 160 degrees F. does the trick.
As far as the "soak it in ?????" are concerned, we have probably tried them all. The only positive thing I can say is that PB Blaster smells worse than any other. If they are really rare carbs (ie dual quad hemi carbs), and you are in a hurry; simply machine out the shafts and make new ones. Jon.
