Default Parking brake foot lever won't return fully

And it's causing the "Emergency Brake" light on the dash to light up. I can lift it up a little with my left foot and the light goes out but when I move my foot, it falls a little and the light comes on.

I was under the assumption that there was a spring on the foot lever but I don't think that is correct. This is our first Pontiac so I am so lost.

So it appears there is a spring connected to the front parking brake cable somehow. I need to crawl under it and see if the cable is just loose maybe?

Here's a procedure for adjusting cable:




But I would think it's a switch adjustment?

Not sure how it is adjusted. One blurb said to adjust to have the pedal 2 clicks down and light should come on, at one click down the light should be off.

Is yours above one click? (when released)
